feat: add debian packaging, CI/CD and update script

- Add debian/ packaging for .deb generation
- Add .forgejo/workflows/build.yml for CI/CD (runner label: docker)
- Add scripts/fullupdater and scripts/fullupdater-update
- Remove obsolete install.sh
- Update .gitignore for debian build artifacts
